06/02/2010 OCAS LIGHTING SYSTEM EXEMPT FROM FCC CONTINUOUS LIGHTING REQUIREMENT On June 2, 2010 the FCC issued a letter confirming that an antenna structure for which an OCAS audio visual warning system ("AVWS") has been authorized and deployed is exempt from the continuous lighting requirements under the Commissions's rules. In this letter, the FCC confirmed that when the FAA issues a Determination of No Hazard for a tower to use an AVWS, and where the use of the AVWS for the tower is specified in the FCC's antenna structure registration ("ASR") database, the FCC's rules do not require continuous exhibition of lights on that tower. 07/27/2009 FAA ANNOUNCES OCAS AS THE FIRST AVWS INSTALLED, TESTED AND APPROVED FOR USE IN THE NATIONAL AIRSPACE The Federal Aviation Administration (FAA) recently published a memo announcing the approved use of Audio Visual Warning Systems (AVWS) in the National Airspace System (NAS) and the administration's intentions to update Advisory Circular 70/7460-1K, Obstruction Marking and Lighting, the recommended marking standards for obstacles that penetrate the NAS. 01/27/2009 NATIONAL EMS PILOTS ASSOCIATION FILES OCAS RECOMMENDATIONS WITH THE NTSB The National EMS Pilot's Association filed a letter that recommends that "The FAA should expedite its inclusion of OCAS like systems into the Advisory Circular 70/7460 in an expeditious manner. The updates should include both the visual and audio components of the solution. NEMSPA views the audio component as having the most critical life saving capability." The letter was submitted to the NTSB and FAA as part of the NTSB Emergency Medical Services Helicopter Operation Safety Public Hearings held in February 2009. |
